This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.

Duties

Analyzes financial management data in order to provide advice for management decision-making. Makes recommendations to formulate financial and operational information into meaningful products for management use. Evaluate and review of financial management operating procedures, systems, policies, and adherence to established practices. Ensures the proposed system is compatible with Public Law, General Accounting Office, Treasury Department, DFAS, and other DoD requirements. Analyzes financial activities and develops and charts functional logic for new and revised automated financial management systems and/or processes. Develops standard operating procedures, definitions of internal controls and related functional responsibilities, definition of desk procedures, and flow charts, while ensuring constant coordination DFAS and other Comptroller personnel.

  • This is a Level 2 Financial Management certified position.
  • Salary to be determined based on grade and duty location after selection.

Qualifications

Specialized Experience: For the GS-05, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-04 grade level in the Federal service, or comparable in difficulty and responsibility to GS-04 if outside the Federal service. Specialized experience at the GS-05 level is defined as experience inputting financial data. For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service. Specialized experience at the GS-07 level is defined as experience inputting financial data; and experience preparing financial transactions. For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience at the GS-09 level is defined as experience inputting financial data; experience preparing financial transactions; and experience with financial reporting, reviewing and analysis. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

Substitution of education for the specialized experience requirement at the GS-05 grade level: Four-year course of study leading to a bachelor's degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.

Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

Substitution of education for the specialized experience requirement at the GS-09 grade level: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
