About the Position: Serves as a Case Analyst performing a wide range of military record, financial, and medical analytic functions within the Case Management Division.
Duties
Analyze applications using analytical techniques to interpret situations pertaining to military human resources.
Present summaries of advisory opinions, medical reviews and/or issues to assist processing cases.
Confer with stakeholders across agencies to clarify any potential issues.
Process tasks which include personnel, legal, finance, and medical advisory opinions.
Review formal applications and determine adequacy.
Participate in formal hearings pertaining to the accuracy of military personnel records.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Must sign statement of understanding for accepting an obligated position.
- Must sign statement of understanding for accepting a term position.
- One year trial period may be required.
Qualifications
This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes requesting formal review of prior denied cases for reconsideration; advising leadership on potential adverse impact of military personnel records; and providing formal communication on all aspects of military personnel functions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
