This position is located in the Phoenix Indian Medical Center located in Phoenix, AZ. Position serves as a Lead Systems Engineer in support of the Information Management Division. Incumbent works with all health profession disciplines, clinical leaders, tribal programs in the research and development of clinical software, provision and management of the system of hardware and operating systems that support the running of application packages, and the management of the information itself.
Duties
Lead Duties:
Member of the PIMC Technology Services Group and participates with other IT personnel in providing 24/7 emergency on call service to the PSU. As a Lead Systems Engineer a key member of the Systems Administration support personnel, the incumbent is responsible for the mission-critical systems support, maintenance and 24/7 availability.
Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Approve emergency leave for up to three days; eight hours or less for medical appointments; and/or other types of leave as delegated by management. Resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management officials.
System Administration:
Serves as Systems Administrator for PIMC Division of Information Management under the PIMC Director of Information Technology.
Administers the utilization and operation of IT mission critical hardware, software and operating systems used to support the PIMC and other PIMC health care facilities. These systems include, but are not limited to Network Operating Systems, latest authorized versions of Windows, Windows Server, Virtualization, UNIX, LINUX and their capabilities and limitations.
Knowledge of network applications, client management software, Active Directory, Scripting, Virtual Environments, wireless network technology, routing and switching.
Provide backup support and input in the management of Wide Area Network (WAN) and Local Area Network (LAN) resources including wireless access points, wireless controllers, core and edge routers, etc.
Qualifications

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. MINIMUM QUALIFICATIONS, GS-2210-13:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Leading a team in enterprise wide Information Technology projects supporting systems and services providing oversight and analysis for mission critical IT systems including planning and development, execution and evaluation of project performance using established qualitative and quantitative tools, techniques, and practices. Demonstrated advanced experience in creating and maintaining interfaces between PIMC's EHR system and external systems in a manner which aligns with federal healthcare directives and advanced security protocols. Demonstrated advanced skills and knowledge in the utilization and operation of IT network software and systems including, UNIX, LINUX, Windows, Vmware, Nutanix, VDI. Advanced knowledge of network Infrastructure and principles. Including network Virtualization.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
