This position serves as the Echelon II ISSM for the NETC domain responsible for Information Technology (IT) Security Program Services.

Duties

You will apply IT security methods to evaluate and recommend the implementation and dissemination of IT security tools, procedures and practices to protect information assets. You will apply systems analysis concepts and techniques of customer business processes and operations to evaluate the IA requirements of proposed new systems development projects. You will consult with customers to refine functional requirements to meet IA requirements and translate functional requirements into IA design specifications. You will determine best approaches to IA implementation within the technical environment and work with application developers to implement IA requirements at the design stages. You will troubleshoot procedures sufficient to determine and properly configure systems components and other peripherals needed to support the operating environment. You will plan and coordinate the installation, upgrade and maintenance of the operating environment. You will provide network management tools and remote access technology concepts sufficient to establish connectivity between remote sites and ensure IA measures are implemented on hubs, switches, firewall security devices and routers. You will provide cost benefits analysis methods and performance metrics sufficient to prepare IA plans and policy to support the organization’s mission.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Cyberspace Workforce position, Cyber Policy and Strategic Planner (code 752), Advanced level. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the four competencies above your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing information technology (IT) security leadership and policy implementation across a command; 2) Providing IT security development and implementation plans for cybersecurity information, awareness, planning, reporting, and compliance; 3) Providing IT security operations and implementation requirements to the IT Infrastructure Network and Application Systems; 4) Implementing the Risk Management Framework (RMF), Federal Information Security Management Act (FISMA), Information System Security, and Privacy and training requirements; 5) Ensuring that end users adhere to security policy and guidelines as well as complete mandatory security training in a timely manner; and 6) Conducting IT security testing and Assessment and Authorization to meet mission requirements.
