About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable,relevant and sustainable ground combat vehicles to Joint Warfighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.

Duties

Works with a supervisor or higher-level analyst, in researching, reviewing, and analyzing acquisition regulatory and statutory documents. Operates the various financial accounting systems, including but not limited to General Fund Enterprise Business System, Comprehensive Cost and Reporting System, Standard Financial System to adjust transactions, verify accuracy and identify errors Researches directives, regulations, and policies and provides assistance to PEO Headquarters and Project Office in ensuring program requirements are in adherence with legislature, regulations policies, and procedures. Provides assistance in conducting program execution analysis of assigned programs. Works with higher-level analysts in the integration and coordination, formulation, presentation, a justification to support all assigned acquisition programs. Provides assistance to a supervisor or higher-level analyst in providing program adjustment recommendations as appropriate on assigned programs to optimize the balance between funding, schedule, performance, and supportability.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for practitioner certification in Business – Financial Management within 60 months as of entrance on duty.
  • Position is designated Security Cooperation Workforce and must comply with conditions of employment outlined in the interim Implementation Guidelines for the DoD Security Cooperation Workforce Certification Program 2.0, November 6, 2023.
  • The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the time frame associated with the position's SCW certification level.
  • This position has a Temporary Duty (TDY) or business travel (CONUS and OCONUS) away from your permanent duty station requirement of up to 25% of the time.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires FM CERTIFICATION LEVEL 1 (FMC01). Selectees must obtain Level 1 certification in the Department of Defense Financial Management program within 24 months of entrance on duty.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service. Who May Apply: US Citizens ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the ACWA examining program. The position is being recruited at the NH-02 (GS-5-11 equivalent) grade level. You must meet the qualification requirements for the position and complete/pass the ACWA assessment In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. General Experience for NH-02 grade level: Three years progressively responsible experience, 1 year of which was equivalent to at least theNH-01/ GS-04 grade level, which includes: (1) assist analyzing program execution and budget requirements to support the mission; (2) prepares and consolidates a variety of special and recurring reports covering the status of funds, expense, etc.; (3) experience utilizing various financial accounting system (such as: General Fun Enterprise Business Systems (GFEBS), Comprehensive Cost and Reporting System (CCaRS), and Standard Financial System); and (4) provide assistance in conducting program execution analysis of assigned programs. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-01/GS-04). OR Education: Four-year course of study leading to a bachelor's degree (you MUST attach a copy of your transcripts). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
