About the Position: This vacancy exists within the office of the PEO CS & CSS Force Projection. Positions will be specifically located in the PEO CS&CSS, Force Projection. However, the referral list generated by this announcement may be used to fill future vacancies in the PEO CS & CSS and PEO GCS with locations at Warren, MI and/or Selfridge, MI.
Duties
Serves as the Business Manager directing the planning, coordination and execution of financial management functions for a Product or Project
Management Office. Formulates program management policies and procedures, and provides technical direction and assistance to supporting installations.
Develops, maintains, and coordinates a responsive financial management program to assure availability of resources to meet established milestones and events for development and fielding of system(s).
Maintains current status of PM budget lines in support of program requirements, which includes the preparation and issuance of program authority, recording of commitments, obligations and disbursements, and the preparation of any applicable reports.
Develops, maintains and coordinates procurement plans and programs to assure the timely and economical acquisition and fielding of the system to include Acquisition Strategy, technical specifications, production schedules, and source selection plans.
Performs the full range of administrative and technical supervisory duties
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 10% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Advanced: Selectee must meet position requirements for (K) Business - Financial Management certification within 48 months as of entrance on duty.
- This position is Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position requires FM CERTIFICATION LEVEL 3 (FMC03). Selectees must obtain Level 3 certification in the Department of Defense Financial Management program within 24 months of entrance on duty.

Specialized Experience: In order to qualify for this position based on experience your resume must describe at least one year of specialized experience at the NH-03 level in the Federal Service that includes: 1) Evaluating cost/schedule/resources management and program reporting for one or more major program(s); 2) Developing program plans to assure adequate support to the program is provided and maintained; 3) Defending financial programs to ensure higher headquarters approval.The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 ( or GS-13 equivalent).
