About the Position: This vacancy exists within the office of the PEO CS&CSS. Positions will be specifically located in the PEO CS&CSS, Staff. However, the referral list generated by this announcement may be used to fill future vacancies in the PEO CS&CSS & PEO GCS, with duty location at Warren, MI and/or Selfridge, MI.
Duties
Provides general and specific recommendations regarding assigned program initiatives, to ensure effective program implementation and consistency with existing policies on a long-term basis.
Responsible for ensuring the integration of programs and initiatives with PEO, PM and DA goals and objectives.
Make substantial program contributions and determines if existing programs effectively accomplish intended goals or if modifications are required to meet PEO/PM and DA goals and procedures.
Performs review and analysis of weapon system resource requirements, development plans and long-range program plans for design, development, test, production, and fielding of major weapon system(s)
Develops budget and manpower requirements, and within the framework of budgetary limitations and guiding policies, determines the amount of funding, resources and other support needed.
Establishes and controls a management program designed to provide PM and staff with readily available information for decision making.
Analyzes, balances, reconciles program requirements with available resources.
Develops and presents convincing oral and written presentations to all levels of government or industry management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for advanced certification in (K) Business - Financial Management within 48 months as of entrance on duty.
- This position requires FM CERTIFICATION LEVEL 3 (FMC03). Selectees must obtain Level 3 certification in the Department of Defense Financial Management program within 24 months of entrance on duty.
- Position is designated Security Cooperation Workforce and must comply with conditions of employment outlined in the interim Implementation Guidelines for the DoD Security Cooperation Workforce Certification Program 2.0, November 6, 2023.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must describe one year of specialized experience at the NH-03 level in the Federal service which includes: 1) Providing recommendations regarding assigned program initiatives to ensure effective program implementation.; 2) Preparing budget/funding execution documents.;3) Establishing internal methods/ procedures to ensure adequate funds and effective execution of appropriations.; and 4) Controls a management program designed to provide PM and staff with readily available information for decision making.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent).
