This position serves as a technology solutions specialist supporting web application development and maintenance as well as other technology solutions at the NASA Safety Center (NSC). The selected applicant will be responsible for managing all aspects of the software development life cycle with particular focus on requirements gathering and documentation; user story development; system analysis and design; and quality assurance.
Duties
Supports web application development projects, including API development, utilizing Microsoft .NET technology and agile project management processes.
Supports all aspects of software development including planning and analysis, requirements definition, user story development, design, development, quality assurance including both manual and automated testing processes, deployment, and maintenance.
Works with organizational customers to identify, analyze and refine application requirements. Writes user stories and other technical specifications. Identifies and defines acceptance test criteria for user stories.
Works closely with development team to communicate requirements, refine product backlog, monitor progress, and address any concerns.
Ensures developed software meets intended requirements. Reviews developed work products for adherence to customer requirements, development standards, and best practices.
Performs software acceptance testing. Automated software testing frameworks, tools, and best practices.
Identifies and implements improvements to team standards, processes, and tools according to lessons learned, industry and technology advances, and tools available to improve the quality and efficiency of development and maintenance.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- If the individual selected is currently at the GS-14 grade level, they will be detailed at their current grade and step. If the individual is a current GS-13 they will be temporarily promoted to the GS-14 level.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Utilizing systems and business analysis principles and techniques to identify, analyze or refine application requirements;
Developing and documenting software requirements, user stories, or test criteria to ensure clear communication between customers and software developers;
Designing, documenting, developing, testing, or maintaining web-based applications.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
