As an Information Technology Specialist, you will be responsible for managing all aspects of the software development life cycle with particular focus on interfacing with Agency-wide customers and stakeholder groups to elicit and document software requirements; develop user stories; perform system analysis and design; and assure software quality.
Duties
Oversees application development projects utilizing agile project management processes and frameworks. Identifies and implements process improvement methods to improve the quality of software products.
Performs all aspects of software development including planning and analysis, requirements definition, user story development, design, development, testing, quality assurance, deployment, and maintenance.
Works with organizational customers to identify, analyze and refine application requirements. Ensures developed software meets intended requirements.
Works closely with development team to communicate requirements, refine product backlog, and monitor progress.
Reviews developed work products for adherence to customer requirements, development standards, and best practices. Performs software acceptance testing.
Plans and develops objectives and milestones for Information Technology applications and tools. Develops project estimates and schedules and communicates project status to management.
Writes user stories and other technical specifications. Identifies and defines acceptance test criteria for user stories.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Leading or managing software development projects using agile methodologies, e.g., Scrum;
Interfacing with customers and stakeholders to develop software requirements, user stories, and test criteria;
Leading or managing the design, documentation, development, testing, and maintenance of web-based applications.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
