This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA JOINT FORCE HEADQUARTERS - DODIN.
Duties
Serves as a Human Resources Liaison and advisor for miliary/civilian personnel to the JFHQ-DODIN J1 Director.
Advises on Directorate policy on manpower management to include position management, high-grade controls, supervisory and leader ratios and advance-hire management.
Performs complex, in-depth management analysis, benchmarking, and statistical data gathering in coordination with JFHQ-DODIN supervisors and staff to ensure organizational success.
Assists Director, J1 with workforce planning, data gathering and analyses. Provides input to current and future years in accordance with transformational goals, budgets, complex manpower projections, and recruitment forecasts.
Prepares and delivers briefings to and on behalf of the JFHQ-DODIN J1 Director and Deputy Director, on manpower and civilian personnel policy recommendations.
Reviews position descriptions for accuracy and applicability.
Requirements

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This is a Drug Testing position
- This position requires the incumbent to travel away from their normal duty station to other locations within the continental United States (CONUS) up to 5 percent of the time.
- This is a Term Appointment position Not to Exceed three (3) years. Eligible for noncompetitive conversion to a permanent CES appointment at a later date.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Technical versatility and demonstrated ability in performing varied assignments involving the following areas in military/civilian personnel management; Creation of reports; Microsoft Office Applications and other industry reporting tools to compile, report, and analyze data and metrics.
