You will serve as a LEAD HUMAN RESOURCES SPECIALIST (LABOR REL/EMPLOYEE REL) within the NAVAL FACILITIES AND ENGINEERING COMMAND (NAVFAC) of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices). You will communicate labor relations local policies and procedures to management and staff officials. You will manage a human resources program through a staff of human resources specialists and assistants. You will brief managers and supervisors on performance management techniques (e.g., evaluation, feedback, recognition). You will coordinate with multiple parties (e.g., multiple commands, agencies, human resources offices) to resolve human resources issues.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Travel by military and commercial aircraft may be required. Employee must be able to obtain and maintain in good standing a Government issued Travel Card for official Government travel purposes.
  • In instances where a Travel Card cannot be obtained, the incumbent must be willing and able to use own personal credit card for travel purposes and follow appropriate procedures for reimbursement of authorized official travel expenses.
  • Must complete the Navy Labor Negotiation Seminar and Management Representative courses.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting bargaining unit agreements, Labor-Management statute requirements and Federal Labor Relations Authority processes and proceedings, Unfair Labor Practices, mediation, negotiated grievances, and arbitration; 2) Advising on employee relations issues such as doctrine of progressive discipline, adverse actions, performance-based actions, performance improvement plan, administrative grievances, and Merit Systems Protection Board hearings; 3) Ensuring funds are available when necessary for execution of programs; 4) Assisting in drafting policy and providing staff guidance on LR/ER issues; 5) Creating reports, charts, graphs, trend analysis, and makes recommendations for course correction.
