The position is located in the Department of Veteran Affairs (VA), Veterans Health Administration (VHA) at the Eastern Oklahoma VA Healthcare System in Tulsa Oklahoma. The primary purpose of this position is to serve as the Administrative Officer (AO) in the Behavioral Medicine Service dealing with widely diversified organizational units and varied activities on a continuing basis.

Duties

MAJOR DUTIES: Directs, coordinates, and oversees the work of the Office of the Chief. Analyzes, evaluates, and formulates recommendations that result in greater efficiency and economy of operations. Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions. Acts as the liaison with the human resources office concerning personnel-related matters. Analyzes service budget and provides advice and recommendations to Chief of Behavioral Medicine Service. Conducts annual inventory and advises staff on requirement and procedures for acquisition, repair, and disposal of equipment. Calls to the attention problems that require human resources office intervention or correction, and provides advice on solving complex personnel-related problems. Performs analysis of budget requests by employing techniques such as cost -benefit analysis or exploring alternative methods of funding. Serve as fund control point official for all fund control points in Behavioral Medicine Service. Contacts with service chiefs and line managers within Behavioral Medicine Service and the health care system for coordinating the administrative responsibilities of the mental health service. Represents the Behavioral Medicine Service in various Medical Center Committees. Contacts with community partners ranging from contracted care partners to community resources utilized by staff and patients. Maintains administrative systems, and prepares administrative paperwork. Assists managers and staff in writing position descriptions, developing job analyses, preparing performance plans and appraisals. Monitors budget allocations. Provides orientation for new staff. Promotional Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00am- 4:30pm Telework: Ad-hoc, as determined by agency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS 07, and for GS 11, you must have served 52 weeks at the GS 09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: (For GS 9 Level) You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1)General knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget; 2) Ability to to ensure compliance with established policies, practices, procedures and controls; 3) General knowledge of management analysis principles and concepts; 4) Knowledge of the medical facility mission, functions, goals, and objectives; 5) Ability to identify problems and potential problem areas based on daily observance or studies; 6) Knowledge of administrative concepts, principles and practices sufficient to foresee problems and perform independently studies designed to evaluate procedures/processes. 7) Skill in Microsoft Office products to include, Word, Excel, and Visio. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for the GS 9 grade level you must possess master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcript required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond levels as described above. Specialized Experience: (For GS 11 Level) You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) knowledge and skill in applying analytical and evaluative methods and techniques; 2) knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment); 3) Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; 4) Detailed knowledge is required about the VHA Directives, VA Handbooks, the Uniform Mental Health Services Handbook requirements, facility policies and procedures and BH Department Standard Operating Procedures; 5) Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for the GS 11 grade level you must possess Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Transcript Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond levels as described above.
