About the Position: This is an Administrative Officer position for the U.S. Army Corps of Engineers, Tulsa District, Programs and Project Management, located in Tulsa, Oklahoma. Serves as Administrative Officer for the Division responsible for the accomplishment of administrative and budgetary actions, management/program analysis functions in support of Division objectives. Position reports to the Deputy Chief of Programs and Project Management Division.

Duties

Administers all aspects of personnel management within the Division. Reviews personnel action requests to assure conformance with policy and regulatory procedures. Issues instructions based on program guidance and Division policies for the preparation of operating budget programs. Upon budgetary approval and allocation of funds to the Division, monitors budget execution and provides the Director with a monthly analysis of budget execution. Collaborates with the Senior Management and other organizations to keep informed and participates in planning, scheduling, and follow-up of work progress to provide needed resources and support.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources, Finance, or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes: must possess at least 2 out of the 3: 1) providing administrative support to an organization, to include personnel support or position management; AND 2) assisting an organization with budget execution, time keeping, and/or training/travel coordination; OR 3) coordinating personnel actions with management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources, Finance, or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial ManagementPersonnel and Human Resources GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education
