The purpose of the position is to assist the Chief of Prosthetics. Performs personnel management and administrative for the Chief of PSAS with varied functions and activities. Acts as liaison, handles and maintains communication with Veterans, PSAS staff, Chief of PSAS, facility leadership and service organizations.
Duties
As the Admisinistrative Officer for Prosthetics service line, your duties will include but are not limited to:
Administrative Work:
Performs a variety of administrative functions necessary and ranges from participating in facility design, project management and planning activities for occupying two new CBOC's, to reviewing/editing Congressional/Presidential responses, to coordinating meetings/community outreach events, to participating in team strategic planning events.
Responsible for monitoring all the Prosthetic Chiefs suspense's, sharing agreement & contract expiration dates, and keeping the Prosthetic Chief apprised of upcoming actions required.
Follows up on open issues with staff, committee members, Prosthetic Chief, and other Prosthetics Office staff.
Maintain personnel folders and human resources actions as they relate to subordinate and clinic managers.
Monitors overtime request generated by subordinates and leave request, of supervisory staff and reports unresolved issues to the Prosthetics Chief.
Prepares complex reports or documents utilizing Microsoft Office Suite, and/or Adobe Acrobat, and other appropriate software, as required.
Monitor trends and reviews, clarifies, edits, and develops rep orts, that pertain to subordinates' services on behalf of the Prosthetics Chief.
Attend meetings as the Prosthetics Chief representative with full authority to provide input, guidance, and decisions.
Public Contact/Customer Service
Serves as a point person for information and assistance to political 20 % representatives, staff, Veteran Service Organizations, and community partners.
Interacts with management and program officials to resolve resource problems and conflicts.
Serves as a Liaison between the Prosthetics Chief and various elements throughout EOVAHCS, higher headquarters, the Department of Defense, and other departments /agencies for general information, responses to inquiries and collaborative activities.
Will perform all other duties as assigned
Work Schedule: Monday-Friday 0800-1630
Telework: 1-2 days per pay period as determined by the service. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond have equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: Much of the work is sedentary, performed in an office setting, although traveling to CBOCs and the Medical Center is required on a regular and reoccurring basis.
