About the Position: This is an Administrative Officer position for the U.S. Army Corps of Engineers, Tulsa District, Construction Division, located in Tulsa, Oklahoma.
Serve as an advisor for the Division Chief and staff of a large organization of 200+ employees at different geographical locations and areas of responsibility. Advises or guides managers in making the most effective workforce management decisions that support the values and behaviors of the USACE Strategic Vision.
Duties
Administers all aspects of personnel management within the division. Serves as liaison and coordinates the division's personnel actions with the units and the servicing civilian personnel office.
Analyzes mission, management objectives and organizational goals, projecting personnel needs and potential problems.
Develops plans and policies to achieve the maximum efficiency level of processing personnel actions.
Monitors the Total Army Performance Evaluation System (TAPES), ensuring management is assisted and understands the procedural and preparatory requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty Travel (TOY) of 25% or less.

In order to qualify, you must meet the education and/or experience requirements described below. SPECIALIZED EXPERIENCE
Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes at least 3 of the 4 following duties: 1) Coordinating personnel actions with management and human resources office; OR 2) Analyzing mission, objectives, and organizational goals to project personnel needs and potential problems; OR 3) Providing guidance on all personnel functions and procedures to assist in the development of plans and policies to efficiently process personnel actions.; OR 4) Coordinating and tracking on-site and off-site training.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in Business Administration, Human Resources Management, Organizational Development

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-GS-09).
