You will serve as a Environmental Protection Specialist in the Occupational Safety, Health, and Environment (OSHE) Office, Environmental Division, Hazardous Waste Branch, of NORFOLK NAVAL SHIPYARD.
Duties
You will evaluate new and changed environmental regulatory requirements for local implementation in the solid waste process.
You will develop, conduct and report audits of hazardous waste and hazardous material that is in storage awaiting disposal to ensure compliance with all State and Federal Regulations.
You will evaluate the data to identify, report, and resolve both specific problems and problem trends.
You will ensure that those wastes/materials are accurately transferred to DLA for disposal through various contractors in accordance with established procedures.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- The incumbent must be able to obtain, within 2 years of hire, a Waste Management Facility Operator License Class I by the Commonwealth of Virginia.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Demonstrating knowledge of environmental protection concepts, regulations and practices applicable to the full range of duties concerned with an environmental protection program having waste management and disposal as its primary focus.
Demonstrating a high level of skill and knowledge is required in order to resolve complex and/or unforeseen problems in administering and management of hazardous waste/material from generation, identification, chemical characterization, quality control, labeling, marking, sampling techniques and storage to final shipment/disposal.
Applying Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Department of Transportation (DOT), State and Federal Regulations for waste storage facilities, hazardous material/waste shipments, and in ensuring contractors are in full conformance to these regulations.
Demonstrating knowledge of government contracting systems sufficient to permit the development of complex contract specifications for activities related to hazardous material/waste management and disposal, and to oversee the technical and quality aspects of contractor performance.

Education

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
