You will serve as a Supervisory Environmental Protection Specialist in the Waterfront Operations Branch (Code 10632), Environment Division (Code 1063), Occupational Safety Health and Environmental Office (Code 106) of NORFOLK NAVAL SHIPYARD.

Duties

You will develop and update environmental programs to ensure that shipyard operations are conducted in compliance with all Federal, State, and Navy environmental requirements. You will implement and monitor compliance with existing environmental programs including: Hazardous Waste Storage and Shipment, PCB Storage and Shipment, Shipyard Sanitary Sewerage Program, Sampling and Laboratory Program Management and Solid Waste. You will direct operational efforts to improve existing shipyard operation and design new operations in order to reduce environmental impact, lower shipyard liability, and accomplish pollution prevention. You will write, issue, review, and/or modify shipyard instructions, notices, process instructions, other ship directives or technical work documents, letters, and provide oral direction as needed. You will complete and submit environmental permit applications as necessary. You will assist Division Head and Occupational Safety Health and Environment (OSHE) Director. You will review engineering plans, job specifications, technical work documents, and shipyard facility plans to ensure appropriate environmental controls have been included.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience properly sampling, analyzing, and determining compliance. Experience analyzing procedures and practices to make decisions or recommendations significantly changing or interpreting, public policies. Experience with environmental law, regulation, and practice. Experience with environmental programs such as: Hazardous Waste Storage and Shipment; Polychlorinated Biphenyls (PCB) Storage and Shipment; Shipyard Sanitary Sewerage Program; Sampling and Laboratory Program Management and Solid Waste.
