You will serve as an ENVIRONMENTAL PROTECTION SPECIALIST in the Regulatory Affairs Branch (Code 10633), Environmental Division (Code 1063), Occupational Safety Health and Environmental Office (Code 106) at the Norfolk Naval Shipyard in Portsmouth, VA.

Duties

You will execute technical support in a broad range of assignments, managerial techniques, technical expertise and program administration to comply with public laws, presidential executive orders, permits, regulatory guidance and requirements. You will ensure compliance with all closure plan requirement and regulations. You will integrate pollution prevention goals into overall management of environmental programs. You will be responsible for the investigation, planning, scheduling, managing, executing and reporting accomplishment and technical direction of broad and difficult environmental technology studies, programs and projects.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with establishing programs and develops guidelines for the investigation, analysis, control, compliance, and improvement of environmental issues of concern. Experience with techniques and methods needed to abate environmental discharges, emissions, and prevent pollution. Experience with production practices (shop/shipyard) and environmental laws/regulations/objectives concerning pollution prevention and environmental compliance as they relate to the overall mission, functions, equipment and facilities of a major naval shipyard industrial operation. Experience with substantive (i.e., technical) and procedural (i.e., permits) requirements of environmental laws and regulations issued under such environmental laws as: the Resource Conservation and Recovery Act (RCRA); Comprehensive Environmental Response, Compensation and Liability Act (CERCLA); Pollution Prevention Act; Emergency Planning and Community Right-to-Know Act (EPCRA); Clean Water Act (CWA), Clean Air Act (CAA); and Spill Prevention Control and Countermeasure (SPCC). In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree OR

3 full years of progressively higher level graduate education leading to such a degree OR

LL.M., if related
