You will serve as the Deputy Division Head for Security, Code 105B, Security Director in the management and oversight of the Compatibility Test Facility (CTF) of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).

Duties

You will formulate, evaluate, nurture, and promote the generation and exchange of new methodologies, approaches, concepts, principles, applications, and practices sufficient to execute short- and long-range programs. You will develop, sustain, and successfully execute collaborative efforts with external and internal stakeholders. You will present briefings and conduct discussions with high-ranking military (through Flag Officer) and civilian (through Senior Executive Service) managers at all levels of the Command, Headquarters, and other security organizations and customers. You will identify nature of security issues involved, research guidelines to identify applicable policies and procedures, and provide appropriate guidance. You will interpret laws, regulations, and procedures related to the Combatibility Test Facility (CTF) program. You will identify potential security problems and make recommendations to management for resolution or corrective action.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading security programs (e.g., personnel, information, industrial, operational, physical, insider threat, antiterrorism) for support of the planning and programming, budgeting, contracting, execution, and appraisal to ensure adherence to command policy.
