You will serve as the Senior Intelligence Officer in Code 105 of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV). This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will act as the Command Government Special Access Program Security Officers and oversee the command's Special Access Programs, through conducting surveys and inspections. You will make extensive unreviewed technical judgments concerning the interpretation and implementation of existing security policy for the assigned specialty area(s). You will establish and manage Co-Utilization Agreements (CUA), Joint Use, Memorandum of Agreements/Understanding (MOUs/MOAs) within Sensitive Compartmented Information Facilities. You will communicate complex concepts and requirements orally and in writing and to make authoritative and in-depth presentations to senior government officials. You will be responsible approving Sensitive Compartmented Information requests. You will formulate new methodology for the analysis of potential threats against current and planned United States systems.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS13 and GS-14 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing Special Access Programs and coordinating with aligned security entities (e.g. Intelligence Community, Customer Advocate, Scientific and Technical Intelligence Liaison Officer, Office of Director of National Intelligence, and Government Special Access Program Security Officers) by initiating surveys or inspections to ensure a security integrity for the command.
