You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (Deputy Division Head) in the SECURITY DIVISION within the CORPORATE OPERATIONS DEPARTMENT of NSWC PHILA DIV.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14.
Duties
You will assist the Security Director in the management and oversight of the Compatibility Test Facility (CTF) and all major Security Programs to include Physical, Personnel, Information, Industrial, Insider Threat, and Antiterrorism.
You will provide authoritative advice on all matters concerning management of all NSWCPD security programs in the absence of Code 105 and provide augmenting management support for Code105.
You will direct, assign and oversee work in of the Compatibility Test Facility (CTF) team, by planning work schedules and standards, provide instruction on how to carry out work, track progress, accept and reject work and evaluate performance.
You will develop and set policy and operating procedures required for the level of security needed to support the program.
You will coordinate high level visits and tours, including congressional visits.
You will support the Director of Security by managing and overseeing the law enforcement function supplied by NSA Philadelphia.
You will attend Executive Steering Committee meetings to ensure the overall security posture of the Philadelphia Navy Yard Annex (PNYA) is being developed to support the missions of both NSWCPD and Naval Foundry and Propeller Center (NFPC).
You will develop the Memorandum of Understanding (MOU) with Commander Navy Region Mid-Atlantic (CNRMA) to support armed security force to protect NSWCPD and NFPC assets.
You will manage the Access Control Personnel (ACP) Contract for Security, develop contract documents, estimates of future work requirements, determine the posts to be manned, develop post orders, and assure ACPs are executing those post orders.
You will prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives.
You will work directly with branch managers in assuring policies and procedures are written and continuously updated to meet higher lever NAVSEA and/or OPNAV requirements for security programs.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12 grade level equivalency) in the federal service or equivalent experience in the private or public sector providing leadership in the planning and executing of a security program (e.g. Personnel, Information, Industrial, Operational, Physical Security, Insider Threat, or Antiterrorism).
