Duties
As a PROGRAM MANAGER at the GS-0340-13 some of your typical work assignments may include:
Serves as a Program Manager for assigned programs; plans accomplishments and milestones, evaluates program risks, and determines program requirements. Accomplishes reviews and evaluations with responsibility to research trends and patterns to develop and propose innovative alternatives and solutions and or polices to facilitate mission outcomes.
Participates in high level, policy-making sessions, staff meetings, conferences with Agency senior management officials and provides recommendations, and comments on the development, coordination, implementation, and communication of DTRA programs.
Develops Agency program policies, resolves critical and complex problems or issues related to policy application, and coordinates major program functions within the Agency.
Develops and prepares a variety of written correspondence and other documentation, i.e., formal letters, memoranda, information, position, and decision papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers and other correspondence as it relates to the highly technical and interrelated components of the assigned programs.
Relying on available data, searches a variety of sources to select information appropriate to the task, taking care to verify relevancy, adequacy, sustainability, attainability, accuracy, and completeness of the information and recommendations. Guidelines require adaptation and/or interpretation for application to issues and problems.
Coordinates with appropriate Staff Offices and/or Directorates, to ensure all major areas of concern are covered by planning documents.

- Telework Eligibility: This position is an in-person position at facilities located at Fort Belvoir, Virginia. This position may be eligible for limited, situational telework subject to supervisory approval and not to exceed current Agency guidelines.
- Must be to obtain and maintain a TOP SECRET/SCI security clearance
- Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter
- Overtime/compensatory time may be required to accommodate operational needs of the organization
- Travel in the performance of temporary assignments may be required up to 10% of duty time
- This position is not eligible for remote telework.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience providing leadership and program management support in a Weapons of Mass Destruction (WMD) Mission-Oriented environment.
Understanding of how job responsibilities impact the Agency as well as the broader DoD.
Excellent analytical thinking, written and oral communication skills, and the ability to identify and solve complex issues.
Experience working with Agency-level senior management to provide recommendations in the development, coordination, communication, and implementation of programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
