You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER GROUP, BUSINESS AND FINANCIAL OPERATIONS DEPT of NAVAIRWARCENAC DIV.

Duties

You will utilize knowledge of the federal budget process, planning, programming, and Budget Execution You will Interpret and apply federal financial policies, rules and regulations. You will perform detailed analysis of financial information to include execution forecasting and identifying cost trends. You will effectively communicate with management, employees, and other customers. You will require experience working in NAVY ERP financial Systems.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Financial Administration and Program Level II. Certification is required within 24 months of appointment
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Perform work in any of the phases or systems of budget administration, such as formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.2) Evaluate budget requests to control, and report any of obligations and expenditures, including development, determination, and interpretation of budgetary policies and practices. 3) Investigate and recommend costs and benefits of alternative methods of financial management for the organization including programs and administrative operations. 4) Implement legal and regulatory controls over to approved budgets and provide advice on effective and efficient methods for the acquisition to use of funds to support the organization activities. 5) Support managers and staff officials interpreting the impact of, planning for financial/budgetary, and program changes, including the presence of conflicting program and financial data to make it difficult to identify reliable data.
