Duties
You will formulate budgets and estimates to support plans, budgets, policies, and analytical reasoning
You will advise customers concerning Navy Enterprise Resource Planning (N-ERP) processes, procedures, and appropriation law
You will create financial data reports using a financial management system (e.g., Enterprise Resource Planning (ERP), Program Budget Information System (PBIS), or similar system)
You will analyze and interpret statements and reports of the financial condition of an organization
You will use a financial management system (e.g., Enterprise Resource Planning [ERP]) to perform accounting, budget or financial analysis

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Financial Administration and Program Level II. Certification is required within 24 months of appointment
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Perform with any systems of budget administration, such as formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; Evaluate budget requests to control, and report any of obligations and expenditures, including development, determination, and interpretation of budgetary policies and practices.; Investigate and recommend costs and benefits of alternative methods of financial management for the organization including programs and administrative operations; Implement legal and regulatory controls over to approved budgets, and provide advice on effective and efficient methods for the acquisition to use of funds to support the organization activities; Familiar with budgetary policies, precedents, procedures, and regulations; Support managers and staff officials interpreting the impact of, planning for financial/budgetary, and program changes, including the presence of conflicting program and financial data to make it difficult to identify reliable data.
