Duties

If selected for this position, you will join a well-respected team that is responsible for supporting a full range of Grant Management Specialist duties within the Department of Health and Human Services, Administration for Community Living. Typical work assignments include: -Working cooperatively with the sponsoring program in evaluating, negotiating, and executing the management aspects of grant and cooperative agreement applications. -Reviewing applications and ascertains the allowability, allocability, reasonableness, and consistency of recommended costs. -Evaluating budget justifications and financial arrangements, including cost analysis, reviewing of accounting systems, adequacy of resources, acceptability of milestones, and techniques proposed to ensure responsible stewardship of funds. -Participating in the negotiation of the budget, award period, and terms and conditions for grant awards.

Qualifications

Specialized Experience GS-09: You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below: Conducting financial analyses of grants or cooperative agreements; Providing technical assistance to internal and external stakeholders on grants or cooperative agreements; Analyzing financial information and monitor financial status of grants operations; and Reviewing data to determine whether applicants submitted acceptable administrative and fiscal documents. OR a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR a combination of the required experience and education for this grade level. Specialized Experience GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below: Monitoring on-going grants and cooperative agreements to ensure compliance with applicable laws and regulations; Preparing, processing, issuing and tracking grant awards as well as compliance with reporting requirements; Monitoring the grants process and coordinating with program officials to ensure all required actions were completed in a timely manner; and Provides guidance in the interpretation and application of grants laws, policies and procedures. OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR a combination of the required experience and education for this grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
