Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as awarding grants, inter-agency agreements, and/or cooperative agreements and leading or supervising a group or team that oversees and administers agreements.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Ability to interpret existing and new Agency and federal grants management policies, directives, and regulations.
Knowledge about budget regulations, grant/loan assistance programs, information resources management policy guidelines, processes of the Agency’s financial assistance systems, and all assistance regulations and statutes.
Skilled in managing assignments of a critical nature pertaining to Agency-wide assistance management issues, such as developing, vetting, and implementing Agency policy in support of new statutory or OMB-led assistance agreement requirements.
Skilled in written communication
Ability to lead the policy review process to periodically review existing national grants policies and regulations for relevancy, effectiveness and alignment with any new government-wide policies, regulations, or statutes.
Skilled in oral communication
Ability to direct and lead meetings of EPA’s Grants Customer Relations Council, providing consistent policy guidance.
Ability to develop, modify, and/or interpret performance standards. Explain performance expectations to employees and provide regular feedback onstrengths and weaknesses.
Ability to advise and provide counsel to employees regarding policies, procedures, directives of management, their benefits, salaries, and the status of Federal civil servants.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
