Duties
This position is located within the Department of the Interior, Assistant Secretary for Insular and International Affairs, Technical Assistance Division, in Washington D.C..
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
Provides management and oversight of TAP Division financial assistance (grants, interagency agreements, and contracts) in excess of $300 million annually.
Assists the OIA Director in preparation of the President's Budget Justification and responses to Congressional and Office of Management and Budget (OMB) inquiries for general technical assistance programs for the Office of Insular Affairs Director, and Assistant Secretary for Insular and International Affairs.
Chairs the Technical Assistance Review Team, which is responsible for reviewing all discretionary Technical Assistance, Maintenance Assistance, Brown Tree Snake, Coral Reef and Natural Resources, IRA Climate Change, and BIL Ecosystems related grant applications and making recommendations for funding to the Assistant Secretary for Insular and International Affairs and Office of Insular Affairs Director.
Plans, directs, and implements technical assistance programs; including all related financial assistance programs designed to provide the manpower, funding, and skills that will enhance the managerial, operational efficiency, and capacity of insular governments.
Responsible for oversight of the grants management life cycle for assigned program areas including grant announcements, review of applications, grant awards, grant monitoring and grant closeout. Maintains liaison with high-level Insular Government Officials, such as Governors and high-level staff in cabinet level agencies in the insular areas to respond promptly to requirements/requests for financial assistance and information.
Represents and is the sole voting member for OIA on the Department's Financial Assistance Management Partners Team (FAMP) which is led by the Department's Office of Grants Management.
Exercises the full range of supervisory responsibilities and is responsible for both short- and long-range planning.
Represents OIA in many situations, including liaison with the Congress, OMB, high-level Insular Government officials, other officials in the Department, and other Federal agencies. Interfaces with top Federal and Insular Government officials regarding critical budget/financial assistance issues, (e.g., climate change, disaster planning and response, health initiatives, invasive species management, capacity building, etc.) relative to general technical assistance and insular area projects or programs.
The Office of the Secretary has determined that the duties of this position may allow for telework a set number of day(s) per pay period, with supervisory approval.
Salary Information (Per Annum): $163,964 - $191,900
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GA-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Participating and overseeing all phases of the grant management lifecycle including preparation of grant announcement, review of applications including scoring of applications, grant awards, grant monitoring (including site visits) and grant closeout;
2) Using subject matter expertise related to insular affairs to analyze issues and grant applications, to make informed and politically savvy recommendations, and to provide recommendations to a team or program in strengthening and supporting the mission; and,
3) Supervising or leading a diverse team of professionals to meet project milestones and objectives.
