This position is located in the Global Engagement Center (GEC), under the Office of the Under Secretary for Public Diplomacy and Public Affairs (R/GEC). The incumbent serves as the Chief of the Foreign Assistance Awards Division of the GEC (R/GEC/FAA). In this role, s/he provides executive oversight and management support for the GEC’s foreign assistance awards function, to include grants and cooperative agreements.
Duties
Manages day-to-day operations and exercises delegated authority to direct, implement, coordinate and oversee a variety of requirements and commitments for the staff.
Establishes, manages, and oversees Division operations required to issue grants and cooperative agreements domestically and overseas.
Assesses the efficiency and effectiveness of Division operations to ensure cohesive program implementation and cost-effective attainment of goals and objectives related to federal assistance awards.
Develops criteria for measuring and evaluating program accomplishments, outcomes, results, and effectiveness.
Serves as the primary source of expert advice in the area of planning, awarding, administration, and accountability of grants and cooperative agreements.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-15 must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience providing authoritative advice, leadership, technical guidance, direction, and management related to federal assistance awards management.
Experience performing high profile projects, engendering the interest and scrutiny of Congressional members and relevant stakeholders.
Experience assessing the efficiency and effectiveness of grants management operations to ensure cohesive program implementation and cost-effective attainment of goals and objectives.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
