Duties
As a SUPERVISORY PROGRAM MANAGER at the GS-0340-14 some of your typical work assignments may include:
Subject matter expertise in acquisition, finance and logistics, provides responsive, interdisciplinary, cogent analysis involving a broad range of complex issues to include acquisition program management oversight and guidance related to finance, logistics, and acquisition strategy. Plans, prepares, coordinates, staffs, and presents Agency positions on acquisition, finance, and logistics-related issues.
Serves as the Program Support Branch supervising multiple senior military officers and senior DoD civilians. Exercises delegated managerial authority to set long-range work plans and schedules for the Branch.
Contracting Officer's Representative (COR) provides daily oversight of contract execution of various types of funding including DTRA Title 50 O&M, Military Interdepartmental Purchase Requests (MIPR), and Interagency Cost Reimbursable Orders (IACRO).
Provides Division leadership with expert advice regarding Federal, Department of Defense, and Agency acquisition laws, regulations, policies, and procedures to include the Federal Acquisition Regulations (FAR), the Department of Defense FAR Supplement (DFARS), and the Agency's procurement policies, procedures, and guidelines.
Trains, mentors, and provides direct guidance to assigned Program Managers (PMs), Project Managers, Contracting Officers' Representatives (COR), travel reviewers and authorizers, and program analysts.

- Incumbent may be required, at the convenience of the government, to perform occasional temporary duty travel (20%), to include driving a vehicle, CONUS and OCONUS, by either government or commercial air transportation.
- Must be able to obtain/maintain a Top Secret/SCI security clearance.

Qualifications
* This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 4 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
* In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position. The deadline for existing SCW members to attain certification begins October 1, 2024. For new SCW members, the timeframe begins once a workforce member is entered into a properly coded SCW position in the manpower and personnel system. In addition to certification requirements detailed above, SCW member must meet the following conditions to remain in good standing. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. Practitioner level, at least 1 years of successful SC work experience with a performance appraisal rating of 3 or better. In addition, 60 hours of continuing education (CUE) every two years.

You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience with DoD Financial Management Processes including MIPRs, Purchase Requests (PRs) and contract obligation/de-obligations; reviewing PM and COR product completion, adequacy, regulatory compliance, and quality.
Experience managing cost-type contracts including cost, schedule, and performance monitoring, acquisition planning, award, execution, and closeout.
Budgetary experience executing current and planning of future fiscal funds (both Defense Security Cooperation Agency's Section 333 and Operations & Maintenance funds).
Experience tracking and executing the administration and analysis for statutory and regulatory compliance of Program Objective Memorandum (POM) across the Future Years Defense Program (FYDP).
Extensive experience managing, supervising, leading teams of DoD civilians, military members, and government
contractors to include monitoring personnel requirements, job performance, and long-range program goals and
workload distribution
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
