Duties
This position is in the Red Team Division (NE-MAR), Mission Assurance Department (NE-MA), Nuclear Enterprise Directorate (NE), at the Defense Threat Reduction Agency (DTRA).
As a PROGRAM MANAGER (RED TEAM) at the GS-0340-13/14 some of your typical work assignments may include:
This position serves as the Senior Strategic Integrator of the Red Team Division. The incumbent serves as the senior advisor to the Red Team Division Chief and performs the duties of Red Team Division Chief in their absence. The incumbent serves as the Program Manager and Subject Matter Expert (SME) on Red Team functions and oversees application of those functions on assessments across the spectrum of DoD's priority assets and missions. The incumbent is responsible for overseeing the strategic integration of a multi-disciplined team, to include policy application and adjudication, high-level customer coordination, as well as strategic and operational resourcing. The incumbent is responsible for overseeing multiple Red Team Program functions, coordinating with managers across the division, and facilitating the integration of Red Team efforts. The incumbent serves as the SME, providing initiatives and recommendations within their expertise to various senior leaders. This position reports to and is supervised by the Red Team Division Chief.
The incumbent oversees the administrative resources and operational activities of Red Team functions, and incorporates processes, findings, and best practices from analytical, physical, and/or cyber assessments into Division processes, products, and practices. The incumbent provides expert high-level technical advice and counsel to Red Team; NE-MA Department; NE Directorate; DTRA Leadership; customers such OSD, combatant commands (COCOMs), Services, and Agencies; as well as other DoD experts, frequently at the General Officer, Flag Officer, Senior Executive Service (GO/FO/SES) level. The incumbent reviews DoD policies and facilitates the adjudication of specific authorities with various offices within the DoD. The incumbent develops procedures in coordination with program execution to enable legal, safe, and accurate assessments, and regularly consults with DTRA General Counsel on the application of DoD policies.
The incumbent is responsible for coordination of the Program's strategic direction with Division Leadership and the Red Team Program's customers, providing red team functional expertise while overseeing the facilitation each assessment and project; ensuring the team operates in concert with the identified objectives and Red Team authorities. They are responsible for providing resources to and integrating multi-disciplined teams for each phase of the assessment process, communicating actionable events, milestones, and/or programmatic issues under review, and managing all deadlines and timeline requirements for completion to Red Team leadership, customers, and other stakeholders.
The incumbent identifies objectives, priorities, and resources within the framework of agency policies and missions; develops, validates, operationalizes, and documents methodologies and training specific to the Red Team Program; and conducts presentations or briefings on aspects of Red Team functions, capabilities, responsibilities, and program results.
The candidate selected will be required to travel up to 20% of the year to oversee the application and integration of Red Team authorities and activities and/or conduct high level meetings with customers or other DoD officials.

- Lautenberg Amendment: Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922 (g) (91), and are not eligible for this position.
- Incumbent may be required, at the convenience of the government, to perform occasional temporary duty travel (20%), to include driving a vehicle, CONUS and OCONUS, by either government or commercial air transportation.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Considerable experience detailing complex concepts and procedures to senior officials via both oral and written briefings
Considerable experience successfully performing multiple complex actions simultaneously while working in dynamic team environments
Considerable experience examining all aspects of a scenario, forecasting possible outcomes, and recommending the best course of action
Considerable experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations
Possess experience in providing oversight to and execution of security, analytical, and/or cyber vulnerability assessments which may include red team assessments
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Extensive experience detailing and defending complex concepts and procedures to senior officials via both oral and written briefings
Extensive experience successfully performing multiple complex actions simultaneously while working in dynamic team environments
Extensive experience examining all aspects of a scenario, forecasting possible outcomes, and deciding on the best course of action
Extensive experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations
Possess experience in providing oversight to and execution of security, analytical, and/or cyber vulnerability assessments which may include red team assessments
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL REQUIREMENTS:
1. This position is emergency-essential (EE). In event of a crisis situation, the incumbent, or designated alternate, must continue to perform the EE duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. The position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key" which requires the incumbent, or designated alternate, to be screened from military recall status.
2. Lautenberg Amendment: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922 (g) (91). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001).
