You will serve as a SUPERVISORY IT SPECIALIST (NETWORK/SYSANALYSIS) in the READINESS/INTEGRATION DEPARTMENT, NAVY EXPEDITIONARY COMBAT COMMAND of CDR NAVY EXPEDITIONARY COMBAT COMMAND.
Duties
You will work with the NAVWAR Program Office and the Units to develop, evaluate and implement the Maintenance and Material Management (3-M) and Planned Maintenance System (PMS) program and the SYSCOM FSET to maintain readiness of systems.
You will participate in the installation, implementation and testing of multi-functional support systems.
You will suggest approaches, and make recommendations as to the most effective and efficient approaches to automation.
You will work with functional managers to evaluate the impact of proposed standards and procedures on the accomplishment of activity goals and objectives.
You will develop local guidance and procedures for the implementation of mandatory technical standards.
You will develop requirements, specifications, interfaces and schedules for communications and integration plans for the implementation of automated solutions.
You will serve as a computer expert and is the final technical authority in the determination of economic and technical feasibility for implementation of automated information (AIS) solutions.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 0801 Program manager level Advanced/Master within 12 months of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Incumbent must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
- An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience coordinating the review and analysis of IT telecommunication networks to identify and resolve operational issues for an organization. Extensive experience in all areas of Information Technology (IT) management including enterprise architectures, systems design, and integration, information assurance, operations, data management and acquisition management.
Experience in applying Information System Security (INFOSEC) methodologies to the operational environment, security assessments, and documentation review of proposed new systems, networks and software.
Experience identifying potential INFOSEC risks and integration issues.
Experience utilizing C4I technology applications, designs, configurations.
Expert level knowledge of cyber security threats, risks, vulnerabilities and attacks, to include threat actor motives, capabilities, and techniques. Experience applying Federal Law, DOD, DON, and NATO government C4I policies, directives and other regulatory materials governing information security programs for personnel, physical, emanations, encryption, hardware, software, and telecommunication.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
