You will serve as a SUPERVISORY IT SPECIALIST (NETWORK/SYSANALYSIS) in the Command and Control, Communications, Computers, and Intelligence (C4I) Directorate (C4I), N6 of CDR NAVY EXPEDITIONARY COMBAT COMMAND.
Duties
You will approve plans, prioritize and assign the work of the Readiness Division; provides technical expertise and training to subordinate military and civilian personnel.
You will participate in the development of recommended training, promotion recommendations and disciplinary actions for military personnel.
You will approve prepared justifications to expand/contract resources, effect personnel reassignments, promotions, review and initiate changes to position descriptions for civilian personnel.
You will review/approve budget proposals, maintenance and calibration software programs, beneficial suggestions, cost estimates, test plans, and technical inspection results.
You will assign and review work as required by the Readiness Division for department personnel designated as members of the Cyber Security Work Force (CSWF).

You will develop and implement both short and long-range goals and objectives to ensure the success of assigned command missions.
You will review, evaluate and approve planning and report documents.
You will translate these broad operational and maintenance requirements into specific resources for mission accomplishment.
You will develop a comprehensive, strategic department plan for incorporation into the Command Planning Schedule.
You will provide maintenance management and technical assistance for satellite communications systems including Extremely High Frequency (EHF) systems: Large Scale Communications Assets, and Navy Multiband Radios.
You will approve and provide C4I reporting that feeds into the Defense Readiness Reporting System-Navy (DRRS-N) “Equipment” (E) Pillar classified reports to the Commanding Officer.
You will manage the Expeditionary Portable Electronic/Electrical Test Equipment Requirements List (EPETERL) support for NECC Forces.
You will coordinate the C4I Maintenance, Material, and Management (3M) Program as required for NECC/NECCPAC and PMS program for preventive and corrective communication system support.
You will provide specific expertise in the functional areas of architecture risk management, IT Testing and system development, technical and programmatic aspects of integration and configuration of systems in the enterprise architecture afloat.
You will analyze Information Technology/Information Assurance compliance guidance, documents and requirements issued by a variety of Department of Navy and Department of Defense programs.
You will provide oversight and subject matter expert support to NECC/NECCPAC Forces in developing C4I systems training for Navy enlisted IT rating, civilians and contractors.
You will represents the organization at Tele-conferences and meetings with other government agencies and various representatives of the cyber and IT Industry. Collaborates with meeting participants, offering Expeditionary C4I systems expertise.

- This is a Cyberspace Workforce position, work role code 801, proficiency level Advanced/Master; the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
Qualifications
To qualify for the SUPERVISORY IT SPECIALIST (NETWORK/SYSANALYSIS), GS-2210-13 position, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience developing and implementing both short and long-range goals and objectives to ensure the success of assigned C4I command missions.
Experience reviewing, evaluating and approving planning and report documents; Basic Electronic System Engineering Plan (BESEP), System Operational Verification Test (SOVT), Fleet Readiness Certification Board (FRCB), Expeditionary Silver and Gold Disk Program Tests, Radiation Hazard (RADHAZ) reports, related projects and communications program requirements.
Experience providing oversight maintenance management and technical assistance to worldwide customer activities utilizing the Mission Support Center (MSC), Portable Radio Program (PRP), and Legacy Communications Systems.
Experience providing maintenance management and technical assistance for satellite communications systems including Extremely High Frequency (EHF) systems: Large Scale Communications Assets, and Navy Multiband Radios; Ultra High Frequency (UHF), PRP systems; red/black switch connectivity; cryptographic equipment, and a diverse array of equipment and components supporting satellite communications.
Experience assessing C4I installations readiness for start work, identify and correct readiness shortfalls, and providing C4I related support and assessment of near-term expeditionary Combat System Requirements and deployment readiness.
