About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, Maryland.

Duties

This position assists the Commander and Chief of Staff in delivering programs to support family readiness in a worldwide joint command Headquarters that is comprised of over 1,600 Military and Civilian members and supporting Family members. Key responsibilities include policy development, resourcing and planning family readiness programs, management of program delivery, and evaluation of outcomes achieved by family readiness programs. Responsible for assessing program requirements, establishing program goals, developing budget and staffing needs, and assisting in development of and monitoring execution of an annual budget. Formulates and coordinates annual budget estimates and justification, recommends resource allocation across subordinate units, and advises on execution within Cyber Mission Forces. Interprets and analyzes data and information and prepares narrative staff recommendations in the form of fact sheets, information papers, decision briefings, or staff studies to enable management decisions. Monitors trends in policies, programs, objectives of Congress, DoD, HQDA, other Services, Federal, or State agencies and takes account of current academic research on social/human behavior theories, to determine program impacts. Monitors and reports on the status and progress of work and reviewing completed work to see that the instructions on work priorities and deadlines and quality are met. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization. Identifies problem areas and deficiencies in existing program design or operation and makes necessary adjustments to enable improved program operation. Researches and analyzes social and economic trends in the military and civilian sectors impacting families and modifies programs as needed to achieve intended objectives. Initiates and conducts assessments to monitor program performance and outcomes, understand effectiveness, and make recommendations for changes to programs. Oversees implementation and maintenance of a program that certifies or accredits Family Programs in accordance with DoD guidance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft
  • The employee must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. TDY may be required. Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.

One year of specialized experience would be demonstrated by: 1) Creating and coordinating annual budget estimates for agency programs 2) Establishing policies and goals for family support programs; 3) Analyzing social and economic patterns to determine the necessary changes for family support programs; 4) Advising staff members on methods and procedures to accomplish goals.
