Vacancies will be filled in the following specialty areas:
Large Business and International Office of Program and Business Solutions, Business Systems Planning (BSP).
The following are the duties of this position at the full working level.
Performs analytical, technical, and advisory duties related to project and administrative program management activities for the business improvement initiatives and assists team leaders in performing trend analysis on business projects affecting selected programs.
Participates in developing and implementing administrative management policies, makes recommendations for course of action pertaining to administrative issues, define overall goals and objectives of programs and projects.
Monitors office reporting requirements and prepares input for confidential status reports or response materials. Sensitive, extremely difficult, or complex responses are elevated to higher-level attention for review or signature.
Provides administrative support to supervisor, team leader, analysts, project leaders, and project support personnel in the areas of coordinating the Business Planning Report and Operational Reviews, assist in maintaining the web site, developing internal office operating procedures, and in establishing draft procedures for input into a project status database.
Provides management with assistance on operational, business process, and project reviews, for a segment or phase of a broader project or study; and independently completes projects and studies within a limited scope.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-9 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitors activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses on behalf of the organization; experience using analytical techniques to perform analyses of data and information and to recommend appropriate courses of action and implementing new procedures using a knowledge of administrative policy and procedures; working with managers to assist in extracting raw data and having a working knowledge of the data fields contained in various database information systems to write queries for various reports (i.e., AIMS, Correspondence Imaging System [CIS], or Large Business Workload Identification System [LWIS]), etc.; ability to use MS Office or equivalent software (i.e., Excel, Visio or Access, etc.) to access, retrieve, analyze and process extracted, raw data into various reports.

EDUCATION: You may substitute education for specialized experience as follows: master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position.
OR
Two (2) years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position. One (1) year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
