You will serve as a SUPERVISORY FACILITY SUPPORT CONTRACT MANAGER in the PUBLIC WORKS DEPARTMENT of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will oversee the content of planning, scheduling, performance measurements, progress, forecasting and configuration change control documentation applicable to the technical, financial, and production efforts of the contracts. You will prepare comprehensive breakdowns of deficiencies and related cost to determine payment amount to be withheld for non-performance or unacceptable work performance. You will use funding instruments (e.g., planning, management) to ensure correct usage appropriate for projects' scope, duration, and means of execution. You will assign work to junior units based on project schedules, priorities, difficulty of the task, and capabilities of the unit to ensure work is performed and completed within established deadlines.

  • You will be required to obtain and maintain a current valid United States driver license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Ensuring Facility Support Contract (FSC) program effectiveness and efficiency by establishing schedules, monitoring progress, and taking corrective action where needed; 2) Leading/supporting development of Facility Support Contracts Performance Work Statements and ensuring they are in the latest templated annexes; 3) Communicating project performance through detailed reports; 4) Monitoring and documenting, when assigned as Contracting Officers Representative (COR), contractor's performance in meeting contract requirements; 5) Making recommendations to correct deficiencies that adversely affect mission accomplishment; 6) Coordinating work efforts with several offices and supported commands/clients to ensure their requirements are included in Facility Support Contracts.
