You will serve as the Director, Cost Engineering and Industrial Analysis Group in the Naval Systems Engineering Directorate of the Naval Sea Systems Command (NAVSEA).

Duties

You will be responsible for all aspects of cost estimating and analysis for programs under the cognizance of NAVSEA and NAVSEA affiliated Program Executive Offices (PEOs). You will be responsible for providing for reviewing life cycle cost estimates for major systems acquisitions in support of program major milestones. You will be responsible for maintaining historical cost of ships and weapons, including systems development, production costs, and industrial costs such as direct labor rates, overhead, fringe benefits, and major subcontracts. You will be responsible for developing the procedures for, and managing the conduct of, in-depth reviews of contract costs. You will be responsible for coordinating, reviewing, and evaluating proposed Navy shipbuilding schedules and alternate planning for executability, including preparation of shipyard workload analyses. You will serve as liaison with Congress, government agencies, industry, and foreign governments for all matters relative to Navy ship cost estimating. You will act as a member of the NAVSEA Technical Authority Board and be responsible for addressing all issues related to the application and management of cost engineering processes for the Command.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with Department of Defense (DoD) Directive 1403.03.
  • May be required to successfully complete a 1-year SES probationary period.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. The total narrative for the MTQs must not exceed 2 pages.) 1. Advanced authoritative knowledge of cost estimating and economic analysis models, methods, theories, and their application. 2. Knowledge of naval systems design procedures and methodology, and naval system construction/production technologies and techniques. 3. Skills in directing a large multi-disciplinary and geographically disperse team in accomplishing cost estimating/analyses and industrial analyses in support of naval system development, design, production/construction, operation, maintenance, and disposal. 4. Knowledge of the Planning, Programming, and Budgeting and Execution (PPBE) process. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
