You will serve as a PROCUREMENT ANALYST in the SMALL AND DISADVANTAGED BUSINESS UTILIZATION PROGRAM (SADBU) of NAVSEA HQ FIELD SUPPORT.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will assist and make recommendations in planning, developing, and managing the overall Small and Disadvantaged Business Utilization Program (SADBU) program.
You will provide technical assistance, professional advice and guidance to acquisition managers, contract specialists and program oversight of Command Small Business (SB) professionals at field activities.
You will assure compatibility of policies and procedures to facilitate the attainment of both immediate and long-range goals in consonance with the related program objectives of the Government.
You will evaluate the effectiveness of the program in terms of adherence to work processes, operating plans, quantitative and qualitative values of participation
achieved.
You will define and maintain an active Command outreach program with external organizations in order to promote NAVSEA and Navy contracting opportunities for Small Business (SB).
You will provide a focal point for Small Business (SB) representatives to encourage and facilitate their doing business with the Command and, as appropriate, with other federal agencies.
You will serve as an advisory member, as appropriate, on various boards to assess program effectiveness and recommend changes in policies and procedures to increase participation of Small Business (SB) in the program.
You will train and develop Small Business (SB), acquisition to heighten technical personnel awareness, understanding and responsibility for the SB Program implementation by providing periodic formal and informal training.
You will make decisions or provide recommendations on the interpretation and content of public laws, regulations, agency/local policies or directives for integration into interrelated procurement programs.
You will analyze critical issues, research statutory and regulatory requirements, and develop a position on considerations while considering the risk, costs, and mission objectives in order to negotiate a resolution on acquisition matters.
You will participate in Command strategic acquisition planning to ensure small business program and relevant acquisition initiatives are carried out throughout all levels of the Command's acquisition programs.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sector developing or recommending new policies and procedures to ensure compatibility and efficiency for the benefit of an acquisition program.
