You will serve as the Assistant Commander for Base Realignment and Closure (BRAC), Public Private Venture (PPV) and Real Estate (RE) for the Naval Facilities Engineering Systems Command (NAVFAC) Headquarters located at the Washington Navy Yard, DC.

Duties

You will report directly to the NAVFAC Executive Director and be responsible for providing the highest levels of consultation, guidance and expertise in the areas of BRAC, PPV and RE and Special Venture Acquisition (SVA). You will serve as principal advisor for key Department of the Navy (DON) officials on all technical aspects of real estate and asset management leading the SVA program. You will be responsible for the policy, process, systems, training, and guidance for all real property and real property interest transactions and agreements for DON and manage financial resources for all NAVFAC-BRAC, PPV and RE programs. You will oversee RE contracting activities, the warranting of RE contracting officers as well as appraisal and cadastral functions. You will be the DON representative before the Armed Services Committees to secure Congress approval of all specific acquisition (purchase or lease) and disposal projects in excess of $750,000. You will review all proposed legislation relating to acquisition, management, or disposal of RE and present to Department of Justice/Office of Legislative Audits facts/drafts of bills necessary to accomplish specific actions by special legislation. You will perform coordinative or special project duties i.e. municipal, state, or city, private orgs/individuals of interest to Congress.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Mastery of real estate and asset management with extensive subject matter knowledge of all policies, standards, regulations and procedures governing the acquisition, management, and disposal of real estate. 2. Experience and ability to interact with the legislative branch of the government to explain, defend, persuade, or compromise as a basis for gaining Navy and Marine Corps objectives without alienating members of Congress, their staffs, or their constituents. 3. An in-depth and current understanding of the concepts and ideas that form the basis for commercial and private sector real estate and asset management transactions, including valuation principles, tax implications, and economic influences. 4. Intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of Department of the Navy/Department of Defense budget formulation and execution sufficient to analyze financial and budgetary relationships to develop and defend recommendations for financial and/or budgetary actions. 5. Technical capability and intellectual flexibility will be required to examine complex problems and issues. The incumbent must be able to apply appropriate techniques to find solutions. Work performed by the incumbent often involves a high degree of uncertainty and may be influenced by factors that are not easily identified.
