You will serve as a CONTRACT SPECIALIST (SPECIAL BUSINESS) in the OFFICE OF SMALL BUSINESS PROGRAMS.

Duties

You will assist and make recommendations in planning, developing, and managing the overall Small Business program. You will implement new programs and initiate plans to assist in the achievement of DON assigned Small Business (SB) goals. You will make decisions or provide recommendations on the interpretation and content of public laws, regulations, agency/local policies or directives concerning the management and development of Small Business (SB). You will manage data collection, analysis, reporting and presentation of program information to track progress in Command's SB program achievements, trends in industry, program effectiveness, and impacts. You will provide technical assistance, professional advice and guidance to acquisition managers, contract specialists and program oversight of Command’s SB professionals. You will monitor the program aspects of the small business and economic utilization functions.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Extensive knowledge of laws, regulations, policies and procedures related to the award and administration of DON business contracts. - Experience and ability implementing and initiating new programs and plans to assist in the achievement of Small Business (SB) goals.
