The selectee for this position will serve as a Supervisory Small Business Professional in the Office of Small Business Programs (OSBP).
Duties
You will evaluate the effectiveness of program operations in terms of adherence to operating plans and maximize utilization of small business resources and value of small business activity.
You will develop acquisition strategies utilizing the Federal Acquisitions Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS) to be used for the procurement of supplies or services.
You will manage the Integrated Risk Management (IRM) Program for managing risks and maintaining effective internal controls within the organization.
You will prepare cases or regulatory proposals for the Defense Acquisition Regulation Council recommending changes to current acquisition regulation.
You will conduct independent analysis and evaluations to reach decisions that will ensure balanced programmatic actions.
Requirements

- This a Defense Acquisition Workforce position that requires a Program Management, Advanced
Acquisition Certification within 48 months of employment. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
- The employee must be level three (3) certified in an acquisition career field and become level three (3) certified as a Small Business Professional (SBP) within 24 months of assuming the position.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in preparing and defending budget requests and managing the annual budget and resources; experience in making decisions and recommendations based on acquisition, small business, and contracting regulations, principles and requirements; experience reviewing and analyzing proposed legislation to justify agency's position using legislative processes and strategies; experience developing and implementing contractual, financial, and technical aspects of agency programs.
