About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as a Human Intelligence (HUMINT) operational intelligence specialist and training instructor.

Duties

Conducts Category III Military Source Operations (MSOs) in accordance with theater/national objectives. Serves as a Strategic Debriefer in a Joint Interrogation Debriefing Center, or other strategic operational platform. Develops plans and milestones for the analysis, design, and development of courses of instruction. Performs detailed research and development on a regular basis to keep abreast of evolving intelligence tactics and DoD and joint priorities. Knowledgeable of operating automated Top Secret intelligence support systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Two year trial/probationary period may be required.
  • Must be willing to work overtime and irregular hours.
  • Must be willing to work in adverse environmental conditions.
  • Must execute a classified information Non-Disclosure Agreement.
  • Must be able to obtain and maintain a valid state driver's license.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience with Human Intelligence Operations to include conducting strategic debriefing military source operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Selective Placement Factor: Must be a graduate of the Defense Strategic Debriefing Course (DSDC). Applicants must include a copy of completed training certification or documentation to support successful completion of Defense Strategic Debriefing Course or equivalent. In order to verify applicants meet the selective placement factor, applicants are required to submit a copy of completed training certificate, DD 214s reflecting completion of the course via block 14 - Military Education, or signed completed Service School Academic Evaluation Report form. Failure to submit this required documentation will result in an ineligible rating.
