About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Position located at USAICoE; Directorate of Training and Doctrine; New Systems Training and Integration Division.

Duties

SME on training for new/improved military intelligence (MI) and Intelligence Reconnaissance and Surveillance (ISR) systems developed within Joint Capabilities Integration and Development System (JCIDS) and rapid acquisition processes. Technically and administratively supervise the work efforts of MI training developers, technical MI subject matter experts, intelligence instructors, and support personnel engaged in carrying out the MI system training mission. Leverage broad, extensive knowledge of MI concepts and systems, materiel and training development, and MI doctrinal training integration to manage and direct various intelligence systems training programs. Make recommendations and provide guidance to the Director and Staff on training strategy development and integration for MI/ISR systems developed for the operational force. Analyze overall mission responsibility and objectives for the purpose of establishing, managing, and maintaining effective plans and organization for Army intelligence system training strategies. Support task execution including support to system training plan (STRAP), Training Support Package (TSP) Validation and Verification (V and V), operational test and evaluation (OTE) training, and ISR Doctrine and Tactics Training (DTT) development. Initiate, manage, and approve plans for the development of MI/ISR training strategies that effectively translate objectives into specific work programs. Review and approve MI training estimates and funding to ensure resources support objectives. Monitor overall MI/ISR training program in terms of adherence to the system training integration and Analysis Design Development, Implement and Evaluate (ADDIE) processes. Devise effective, economical organizational structure, manpower requirements, and functional breakdown, ensuring effective workload distribution and full utilization of personnel skills and abilities in consonance with program objectives. Evaluate technical quality of accomplishments by applying knowledge of MI/ISR system training in analyzing information presented in reports, test results, and operational analysis studies. Direct corrective action to include redirection or modification of technical efforts. Ensure that adequate internal control systems are developed and operative so that Government resources are efficiently and effectively managed. Change program goals and policies as circumstances require.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience that demonstrates a practical knowledge of new Intelligence Surveillance and Reconnaissance (ISR) systems training development and integration which includes experience: (1) applying knowledge of cutting-edge sensors and platforms and applying methods, techniques, and procedures of developing, evaluating, coordinating and promulgating training strategy for military intelligence systems; (2) conducting ISR job and task analysis to determine system critical tasks to be incorporated in training curriculum; and, (3) reviewing and analyzing training and training support packages (TSPs) course curriculum to determine if adjustments are needed based on new system development and implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
