About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER. Serve as the Integration Division Chief, for a support division under the Requirements Determination Directorate (RDD).
Duties
Lead, manage, and execute integration and synchronization activities across organizations and Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facility (DOTMLPF) domains in support of Army intelligence force modernization.
Technically and administratively supervise military and government civilian personnel engaged in work to develop, document, and submit Army intelligence requirements within the Joint Capabilities Integration and Development System (JCIDS).
Develop intelligence capabilities and affordable modernization strategies to enable the future force.
Conduct Intelligence Warfighting Function (IWfF) capabilities assessments/analysis that are in accordance with Futures and Concepts Center (FCC) direction .
Shape and focus development of Future Force requirements; engage and collaborate with Science and Technology community, by the integration of future concepts and ideas, and through the incorporation of experimentation and lessons learned results.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Two year trial/probationary period may be required.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience that demonstrates a practical knowledge of intelligence capability and requirements analysis to develop, analyze, and evaluate new or emerging military intelligence requirements. This includes experience performing a combination of all of the following: 1. Developing and defining intelligence concepts and capability needs within the Joint Capabilities Integration Development System (JCIDS) process to include Functional Area Analyses (FAAs); Functional Needs Analyses (FNAs); Functional Solutions Analyses (FSAs); Initial Capabilities Documents (ICDs); Capability Development Documents (CDDs); and Capability Production Documents (CPDs). AND 2. Conducting assessment of Budget and Program Element (PE) Level and Program Objective Memoranda (POM) development. AND 3. Planning and/or coordinating research from multiple sources to produce recommendations on intelligence capabilities and requirements development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13) .Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
