About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE.
Duties
Responsible for Counterintelligence (CI) and Human Intelligence (HUMINT) operations management courses, real-world scenario-based training at all echelons in to include joint and combined environments.
Technically and administratively supervise, through subordinate supervisors, the work efforts of MI overt and clandestine CI and HUMINT operations analysts, training developers and training specialists, instructors, and support personnel.
Manage in-country teams performing joint and combined sensitive operational Counterintelligence and Human Intelligence activities and intelligence operations within various operational and geographical areas.
Review and evaluate intelligence information upon mission accomplishment. Approve conclusions and write detailed after-action descriptive and speculative intelligence reports.
Disseminate reports (and any other unusual and/or significant intelligence information gathered) to the requisite parties. Review and guide operational reporting and validation.
Lead standardization and cross training efforts across three separate courses. Advise cadre on complex and unique topics which involve managing joint and combined CI and HUMINT operations and various interrelated intelligence fields.
Conduct discussions with cadre on intelligence training requirements and objectives. Provide educational and training expertise on a variety of advanced HUMINT matters in a wide variety of possible situations encountered.
Discuss unique operational problems and needs with Defense HUMINT Enterprise or Joint Staff as appropriate to mitigate technical issues and to propose solutions in order to gain acceptance of recommendations.
Work with the Joint Coordination Element (JCE) to develop and implement enterprise-wide knowledge of CI and HUMINT Management and HUMINT Operational Support training strategy
Research, write and coordinate doctrinal literature in assigned areas and review non-proponent literature for accuracy. Participate in conferences and meetings on intelligence community-wide training requirements and objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be willing to work overtime and irregular hours.
- Must be able to obtain and maintain a valid state driver's license.
- Must be willing to work in adverse environmental conditions.
- Must complete a pre-employment physical and annually thereafter.
- Must execute a classified information Non-Disclosure Agreement (NDA).
- Two year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience that demonstrates a practical knowledge of Counterintelligence (CI) Collection Management and Human Intelligence (HUMINT) Operations and applying training analysis, design, development, implementation and evaluation as demonstrated by performance of all of the following: 1.) conducting formal training and instruction on advanced CI and HUMINT analysis, targeting, collection and operations techniques and methods; and, 2.) developing and/or modifying CI/HUMINT intelligence related training materials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). NOTE: Specialized experience is progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
Selective Placement Factor: Per DCHE-M, VOL II 3301.002 and Army Regulation 381-100, eligible applicants must be a graduate of at least one Category II MSO HUMINT certifying training course. Graduation from a Category I MSO HUMINT certifying training course is preferred. In order to verify applicants meet the selective placement factor, applicants are required to submit documentation that reflects successful completion and graduation from a Category II MSO HUMINT certifying training course or higher. Documentation to verify completion of this requirement can include training certificate, DD 214s reflecting completion of the course via block 14 - Military Education, or signed completed Service School Academic Evaluation Report form. Those applicants that cannot provide the above required documentation because it contains classified information, will need to provide a memorandum of record that identifies the name of the course and dates completed. Failure to submit this required documentation will result in an ineligible rating.
