Duties

Reports to the Branch Chief on the changing aspects of the asset management program and trends analysis. Ensures program laws, regulations, and policies are known and followed. Serves as an asset management lead for property actions, acquisition and disposal of communications equipment and excess property acquisitions. Arranges for transportation of assets in coordination with the gaining offices. Reviews public laws, agency regulations and higher headquarters policies to formulate local policies and processes to comply with all requirements and in the absence of specific guidance from other sources Prepares standard operating procedure guides to insure that in the event of the immediate loss and replacement of personnel that the operations will continue smoothly. Reviews revised and new policies and procedures released by General Services Administration (GSA), the Department of the Interior (DOI), and the National Operations Center (NOC) and recommends implementation strategies to management. Trains and monitors compliance with laws, regulations, policies, and technical operating procedures. Reviews, monitors, and evaluates the application of asset functions and takes action to correct deficiencies. Responsible for performing the receiving report process, which certifies that ordered assets have been received and inspected for quality and condition at the time of acceptance. Performs total life-cycle management for all real and personal property assets, including acquisition, distribution, use, maintenance, storage, and disposal.

  • You cannot hold an active real estate license; nor can you have an interest or hold stocks in firms with interest in Federal Land.
  • Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.
  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • May require a one-year probationary period.
  • Must complete Firearms Accountability Course.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience is defined as work in Property Management; experience performing duties in a property, budget, or financial automated system of record such as the Systems, Applications and Products (SAP) based Financial Business and Management System (FBMS). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is performed in both an office and warehouse environment. The office work is primarily sedentary and requires no special physical demands. The warehouse work requires physical exertion such as long periods of standing, recurring bending, crouching, stooping, stretching, reaching or similar activities. The work in the warehouse also requires moving, lifting, and carrying moderately heavy items and involves the operation of material handling equipment (i.e., pallet jack, stock picker, etc.). The incumbent is required to drive government vehicles to perform work and is required to travel by various means to reach work or training locations. Incumbent may also be required to inspect construction work sites where contract work is being accomplished. Work Environment: The office work involves everyday risks or discomforts that require normal safety precautions. However, work in the warehouse involves exposure to moderate risks, discomforts, and unpleasantness such as high temperatures. The incumbent will be required to wear goggles and gloves and may be required to wear other protective gear as necessary. The incumbent will be required to follow special precautions when working around storage areas containing explosives, corrosive, or highly combustible materials. Occasionally work may require field site visits and work under construction site conditions.
