Duties

Handles personnel actions such as hiring, evaluating performance, handing personnel issues, and ensuring the development, mentoring, and coaching of staff within the DISC organization. Establishes and analyzes reference, royalty and production related information to ensure that lessee/operators/payers are properly and accurately reporting and paying all revenues due on minerals extracted from Federal and Indian lands. Ensures the organization complies with and conforms to regulatory requirements, overseeing internal controls, and making improvement to research and reference processes and practices. Manages budget and workload plans to ensure adequate resources are available for mission work, training, hiring, and developing staff within the organization. Recommends organizational changes and business process improvements to continually meet priority work from within RRCM, ONRR, IESC, DOI and its sister bureaus. Oversees the implementation of new processes, procedures, practices, and strategies to achieve mission critical work and to meet the needs of stakeholder, other federal agencies, federal partners, Tribal Nations, and industry. Resolves work problems through subordinate managers and makes recommendations to improve products and services. Supervises subordinate managers, technical professionals, and administrative staff.

Qualifications

At the GS-15 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-14 level.Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes, but is not limited to: (a) advising clients or senior level management on federal and Indian oil, natural gas, or coal issues related to specific leases, mines, or other reference categories; (b) advising clients or senior management on mineral revenues, royalties, and royalties-in-kind; (c) advising clients or senior management on federal, Indian, state, or local rule-makings; (d) interpretation and application of statutes, regulations, and case of law; (e) researching and writing administrative policy related to royalty collection, commodity production, and reporting requirements; and (f) supervising employees or retaining and managing independent contractors. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
