Duties
Supervises a multidisciplinary staff of valuation specialists that performs technical and professional work associated with determining value, for royalty purposes, of fluid and solid minerals produced from Federal and Indian lands.
Ensures collaboration and coordination between team members and members of other teams to develop process improvements, write regulations, provide valuation guidance, and ensure consistent application and interpretation of policies and procedures.
Coordinates with senior officials in ONRR to ensure consistent application of regulations, policies and procedures and to resolve issues that cross organizational boundaries.
Establishes close working relationships with other ONRR offices, BLM, BIA, SOL, IG, DOJ, and industry, etc., for the purpose of resolving issues, implementing new procedures, coordinating resources.
Initiates plans, and oversees special studies, task forces, etc., researching critical issues related to valuation and royalty management functions.
Qualifications
At the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include: work history using technical knowledge of oil and gas markets, including pricing, transportation, processing and valuation and demonstrated ability to use this technical information to interpret and make decisions that assist in Federal and Indian royalty collections and derive fair market value of mineral resources. Also includes leadership experience overseeing work teams and participating on special projects related to gas, oil, coal, or geothermal resources.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
