You will serve as a SENIOR PERFORMANCE ASSESSMENT REPRESENTATIVE in the FACILITIES MANAGEMENT & SUSTAINMENT PRODUCT LINE of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will develop Performance assessment and Functional Assessment Plans for contractors to evaluate contractor performance. You will begin responsible for the overall Performance Assessment of contractors to ensure contract compliance. You will provide technical assistance to government customers on contractual issues. You will assist in the preparation of government estimates for Acquisitions per government regulations. You will ensure the quality of the PARS files are maintained on PA and inspections with constructive corrective action(s). You will enforce contract provisions, example plans and specs through teammates PARS enforce contract term

Requirements

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing advice, solutions, and assisting the Performance Assessment Representatives (PARS) on technical issues requiring extensive knowledge of Facility Support Contracts (FSC), practices, and methods; 2) Assisting in interpreting contract drawings, specifications (Elins) and government cost estimates for a wide range of facility support contracts; 3) Analyzing contractor's work to identify and recommend corrective action to avoid possible issues (e.g., delays, claims, inefficient performance); 4) Providing the direct over-site of assigned FSC Contractor's Quality Management Program, to monitor the contractor's performance of work while enforcing safety standards, and performing a variety of administrative, operational, and contractual functions in order to support Installation Commands; 5) Conducting, leading and training the Performance Assessment Representatives while conducting on-site inspections or reviews to evaluate contractor performance; 6) Identifying problems in contractor performance to make recommendations for resolutions; 7) Interpreting contract drawings, prepare government estimates, and developing contract modification proposals; 8) Preparing cost analyses, and applying Engineering Performance Standards to determine reasonable proposals; and 9) Assessing completed work (PMs, Work Orders, daily work) Maximo - Run Work Order Reports, update status, etc. Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
