This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Contract Analyst for Project Management Office contracts. Provides contract development and contract monitoring support for assigned procurements.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Requires a detailed knowledge and understanding of acquisition statutes, regulation, directives and procedures as well as business practices associated with supporting US Army buys and other DoD services.
Collects quantitative and qualitative data in significant areas relating it to procurement and contract operations.
Monitors status of contractor performance. Performs in depth review and analysis to verify progress.
Establishes and maintains controls to ensure that contract award is accomplished according to guidelines and timelines.
Plans and conducts conferences with contractors and government personnel to assure compliance with, and full understanding of, contractual requirements and to preclude unauthorized changes or alterations to the contract.
Requirements
- One-year probationary period may be required.
- A Secret Security Clearance is required
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Temporary duty travel (TDY) is occasionally required
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING Certification within 36 months of entrance on duty.

In order to qualify, you must meet the specialized expierence requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as having one year experience at the next lower grade/ pay band level (GS-11/ NH-02) performing the following duties;
1. Analyzing quantitative and qualitative data in significant areas relating it to procurement/ contract operations;
2. Interpreting acquisition statutes, regulations and procedures to assist with contract and procurement operations; AND
3. Monitoring procurement operations from pre-award to final delivery.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
