About the Position: Serves as a staff subject matter expert as a Lead Defense Travel Administrator (LDTA) and in all travel related areas for Command.
Duties
Serve as subject matter expert as the Lead Defense Travel Administrator (LDTA) for the organization including DTS admin setup and maintenance, issue resolution, compliance, assists travelers and AOs, and application of DoD Travel Regulations.
Serve as Agency Program Coordinator (APC) for the Government Travel Charge Card (GTCC) by acting as liaison between cardholders and Citibank, analyzing usage to address misuse or delinquencies, initiate applications, and update card limits.
Manage Work Breakdown Structure and Personnel Administration in DTS/financial management systems and serves as Financial Management Systems expert.
Serve as primary advisor to the organization’s senior leadership providing advice and references on DTS and GTCC related issues including recommendation on policy, travel budget management, and liaison with employees and approving officials.
Requirements
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- This position requires the incumbent be able to obtain and maintain a Secret security clearance the duration of employment.
- This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements.

GENERAL EXPERIENCE: Three years of progressively work experience with one year of that experience includes managing the Defense Travel System(DTS); ensuring travel is compliant and auditable to federal regulations identified in the Joint Travel Regulations (JTR); familiar working with CITI Bank Government Travel Card as an Agency Program Coordinator; and other financial management, accounting, budget, and resource management systems; advising managers on changes in policy and program operations; identifying trends in receipts, obligations, and expenditures of travel activity, and determining root causes of program issues; and developing internal management controls. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-01/GS-04).

Education: Four-year course of study leading to a bachelor's degree.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
